There is a double Love Story you identify 1) we humans who give roses to our beloved,2) the rose's yet to be lover. In a sense, these are parallel to each other, so a Rose Garden would be electric with these parallel loves as people in love stroll down the lanes of rose bushes and the roses themselves greet their beloveds. What a blessed place this would be. (Lake Harriet in my home town has just such a Rose Garden I will soon visit with your poem in my memory.)
