Though Devabrata didn't take the charge yet he honestly said he would run the government as per the the advice and direction of Satyawati. You have hauntingly inscribed this here. I would like to quote some lines....

In this episode 'Satyawait-16', Devabrata alias Bhisma with the sons of Satyawati completed the funeral rites of Santanu. Satyawati asked Devabrata to take the charge of the nation, governance, as king. But honestly he refused to do so. Here the sacrificeness, nobleness, charitableness, selflessness and ungreedy of Devabrata
