It doesn't refer to any Scarlett. Just the use of said name. I guess it's for you to decide.
who is this Scarlett you are referring to? I'm not so sure I like the use of the name, because it contradicts the Scarlett O'Hara idea. but nice attempt in capturing the loneliness and I can feel her need to be noticed.
