I hear this as a children's poem, and (having taught a lot of children in my time) that is not a criticism. I can imagine a young child being comforted by the message of this poem. The progress of the storm is described simply but in sequence, and the sounds are blended into it very skilfully. If you took it as a symbol, it could stand for the troubles of life, which may pass, like the storm, if you are reassured through them.
