My town was so small it didn't even have a mayor. We had no stoplights and only one stop sign. Main street was paved (part-way) , but all the others were dirt. Everybody knew everybody else, so all the old people would make the kids take off their masks to be identified before they would give you a treat. (That way, you couldn't change costumes and come back again!)
