They can't be expected to come up with quick-fix solution to all their problems which have arisen due to multiple reasons. How far they are personally responsible and how far it is administrative failure is not easy to visualize. Thanks a lot.

You have given a very sensible assessment of the world and the wretched condition in which our millions of brothers and sisters are condemned to live through no fault of theirs. And moreover, most of them are God-fearing and religious at heart. Those who have the purity of heart and have no selfish ends to meet do realize this paradoxical situation.
