I do not really know the answer to the question posed at the end of the poem.
This is life in Seattle when you're waiting for the Police to help you.
I perceive a hidden message, this world is a metaphor for a time when the weak and ridiculous rule the strong and bloated.

I think the chief of police is asking Kabir how he "patrols the city" with his teachings. Particularly in a city/world filled with such backwards concepts. Or it is a question as to how Kabir keeps his beliefs in such a hopeless world.
How Kabir keeps his beliefs and teaches them where people are so weak-minded, perhaps too weak-minded to grasp the knowledge he is trying to deliver.
