The lowest of the low comes to mind. The wounded cobra image is interesting for those that have been wounded can be deadly in their morals and actions.10

The people maintained at the bottom of the ladder will always live in uneasiness. As a result, their 'morals writhe like wounded cobras' with a venomous tongue.
