Wei isn't a who--it's a where. I tried to link to Wikipedia but it wouldn't let me--but Wei is a major Chinese river (and the surrounding region) .

I have no clue what or who Wei is and I really think it would help me understand what this rather lovely written poem is about. The poem is steeped in contrast. It seems to be juxtaposing the natural scene with a social or personal situation. And if I just knew Wei maybe this contrast would really be deep and crucial and insightful to me..
