You're an observer in this poem and what you're observing is people's sheer delight at being together, sharing the music they love, the company they keep, and the time they treasure. It's beautiful to find such unclouded happiness. Of course, if you went up close to individuals, you'd probably find the melancholic or sour-puss - but your perspective here is the aggregate, not the individual and that's why it adds up to a joyful scene. Perhaps I should change that metaphor: not adding up but MULTIPLYING JOYS!
