The image from your poem is compelling. First the parsed words make the image kind of quiet...like a still life painting. The obvious first thought is: the homeless can't eat, but they can smoke...and it is unhealthy for them...yet another way to bring them to an early death. Then I start realizing that despite the weather, the circumstances, these people remain outdoors. The soup kitchen may open late, but its clients can't help but always be on time.
