This is so beautiful. The second line, hunger and death reversing says a lot. In Africa n desert regions, so many lives fade due to drought. So rain is truly a blessing for mankind. It is indeed as you say life descending. A lovely haiku that sounds like rain dropping rhythmically n gently.
