I am not aware of the cenotaph referred to here - is it Kennedy? What I am aware of though is the extraordinary image conjured by the first two lines.Underneath it all begins to ripple / The accordion folds of a perfect afternoon. You have put your finger on a phenomenon that assails me too, seeing ripples in the here and now opening doors to different ways of knowing ordinary objects. Uncanny resonance.

J F Kennedy fits the bill with his stolen life and beautiful mind ... Igniting rare visions for numberless minutes, rare beauty of a poem...regards

A BEAUTIFUL MAN'S MIND WILL ALWAYS CAPTURE LOTS OF WOMEN BUT A BEAUTIFUL WOMAN'S HEART WILL BE THE ONLY ONE WHO CAN RULE IT. I FIND THIS AMAZINGLY INTELLIGENT
