Philip Emmanuel C. Peñaflor has extensive experience in development work with both government and non-government organizations in various capacities such as program management, monitoring and evaluation, management of NGO networks, capacity development, network-building and multi-stakeholder relations; his professional experience in development work encompasses diverse sectors including food security, agrarian reform and rural development, environment and sustainable development, disaster risk-reduction, institution development, peace and security, grassroots social movements and Church and social issues.
He is a former Executive Director of the Philippine Partnership for the Development of Human Resources in Rural Areas (PhilDHRRA) , a national NGO network involved in sustainable rural development. From 2005 to 2009 he served as Program Specialist on Monitoring and Evaluation with the International Institute of Rural Reconstruction (IIRR) , an international development organization with headquarters in the Philippines. At IIRR he was the focal point for Monitoring and Evaluation of PROLINNOVA, an international network promoting local innovation on ecologically-centered agriculture and natural resources management.
Philip Emmanuel Peñaflor has worked in the pre-independence Southern Sudan (Africa) , first as Technical Adviser on Monitoring and Evaluation for the Ministry of Animal Resources and Fisheries (MARF) of the Government of Southern Sudan (GoSS) based in Juba, under a Multi-Donor Trust Fund administered by the World Bank, and then as Technical Adviser on Monitoring and Evaluation of the UN Food and Agriculture Organization (FAO) assigned to the Ministry of Agriculture and Forestry (MAF) in Juba. He has also worked as monitoring and evaluation consultant of the Swedish Committe for Afghanistan based in Kabul, Afghanistan (2012-2013) , and as Performance Monitoring Specialist for the Vanuatu Inter-Island Shipping Project with the Roughton International (2013-2014) . He is currently adviser of the Unified Monitoring and Evaluation System of the " Basic Education Assistance for Muslim Mindanao (BEAM-ARMM) program of the Department of Education in the Autonomous Region in Muslim Mindanao in the Philippines supported by the Department of Foreign Affairs and Trade (DFAT) of the Government of Australia (2015-2017) .
He has earned his PhD degree in Applied Cosmic Anthropology from the Asian Social Institute (ASI) , Manila, where he obtained his Master’s Degree in General Sociology. He also holds a Master’s Course in National Security Administration from the National Defense College of the Philippines (NDCP) and is a commissioned Lieutenant Colonel in the Army Reserve Command of the Armed Forces of the Philippines.
